Billy brings to this role several years of experience in translating complex problems and providing technical guidance and support to develop innovative solutions which define and improve health outcomes. With a master's degree in public health from the Kinshasa Public Health School in the department of Health Economy, Billy has played a significant role in the improvement of the health information management of the Democratic Republic of Congo Ministry of Health, and the design and the management of the DHIS2 portal. His work experience covers a wide range of organisations including the “independent national electoral commission”, CENI, IBM and the British American Tobacco DRC. Most recently, he worked as an expert in health data management for the “Agence de Contre Vérification Externe”, ACVE.
